Project Management Tool - Planning

Planning Project planning is one of those paradoxical situations in which the line organisation, characterised by the fact that nobody knows who is supposed to do what, where, when or why demands that you as a project manager specify all of these things in your project plan insisting it's the only way that they can keep control of things and to ensure that there isn't a clash with the line organisations activities and planning! In effect its a contradiction in terms, you know, like military intelligence.
