| Competence development "Ignorance doesn't grow on trees you know...it's something you have to work at.' Simply expecting workers to develop incompetence's on their own is no sure recipe for success. Ignorance has to be nurtured and incompetence's developed. Employees for example have to go through years of training before they are able to converse with the general public in terms of forms. "Have you got your BF40 with you? ...Oh no, that's a UC21, and you can't fill in a UC21 until you've filled in a UF44, followed by this JF53, which has to be signed off at that counter over there with the enormous queue before you can fill in a UC21..." and declare 'Sorry I'd like to help you but rules are rules you know...it's more than my job's worth'. |
